Convert NTP 64 bits time to UnixTime

I was working on a RTP related project, recieving Reports, and RTP uses NTP 64 bits timestamps. But those are not very useful for me, so I needed to convert them to UnixTime Stamps.

This post list the syntax used in Mabliki, and now adopted by Mason Framework. It used to be called "Mabliki - Formating", but this is wider than Mabliki from now on.

Mabliki - Mason Blog Wiki system

Mabliki is a short name for the MAson BLog wIKI system, a blog engine writen in HTML::Mason, that allow you to use a wiki dialect to format and link the posts. From version 0.3 on Mabliki will allow other formating languages to be used, depending in the implementation of a filter to the Mason Framework engine.

Mabliki 0.2 is the second version of [[Mabliki - Mason Blog Wiki system]]. Version 0.2 is (still) the current version of Mabliki, as I'm finishing [[Mason Framework]] version 0.1.0, and intent to port Mabliki over it.
